SMS list rates are published per country. WhatsApp is billed at Meta's rate for each market with zero markup, plus a service fee: see WhatsApp pricing. Voice and OTP are quoted per market, because each price starts from the destination operator's termination rate and an OTP price also depends on the channel fallback you configure.
