rom 1 October 2026, Meta charges for WhatsApp service messages (the free-form replies a business sends inside the 24-hour customer service window) per delivered message, at the same rate as utility and authentication messages in the recipient's market, after a free tier of 1,000 service messages per business phone number per month. On the same day, utility templates sent inside an open window stop being free. BroadNet is a Meta Business Solution Provider that also runs SMS and RCS on 1,000+ direct operator connections, and this guide explains what changes, what stays free and how to keep the new cost under control.
Key takeaways
- As of 1 October 2026, delivered service messages are billable again after a free tier of 1,000 per business phone number per month. Meta had not charged for service messages since November 2024.
- The service rate in each market equals that market's utility and authentication rate. Meta offers no volume tiers for service messages.
- Utility templates sent inside an open customer service window, free since 1 July 2025, become billable on 1 October 2026.
- The free entry point window (conversations started from a Click to WhatsApp ad or a Facebook call-to-action button) stays free and can stay open for up to 7 days.
- Meta's pricing page, updated 30 September 2026, states that every business phone number gets 1,000 free service messages a month. Meta charges from the 1,001st; unused free messages do not roll over, and the tier resets monthly.
- The biggest savings come from sending fewer, more complete replies, and from routing one-way alerts to the cheapest channel for each market.
What changes on 1 October 2026?
Meta moved the WhatsApp Business Platform from per-conversation to per-message pricing on 1 July 2025. Under that model only delivered template messages were charged, and anything sent inside an open customer service window was free. The 1 October 2026 update removes most of that free zone. Meta's own wording is that it "will charge for service messages, which have not been charged since November 2024", per message, and that by market the rates for service messages "are the same as the rates for utility and authentication messages" (Meta, non-template message pricing).
A service message is any non-template message. Meta says these can be written by a person, such as a customer service agent, or generated by a third-party AI solution. Either way the price is the same: one delivered message, one charge.
| Message | When it is sent | Until 30 Sep 2026 | From 1 Oct 2026 |
|---|---|---|---|
| Service message (free-form reply by an agent or a third-party AI) | Inside the 24-hour customer service window | Free | Charged per delivered message after 1,000 free per business phone number per month, at the market's utility/authentication rate |
| Utility template | Inside an open customer service window | Free | Charged per delivered message (no free tier) |
| Utility template | Outside the window | Charged | Charged (unchanged) |
| Authentication template | Any time | Charged | Charged (unchanged) |
| Marketing template | Any time | Charged | Charged (unchanged) |
| Marketing, utility, authentication or service message in the free entry point window (open for up to 7 days) | After a Click to WhatsApp ad or Facebook call-to-action entry | Free | Free (unchanged) |
One more line item arrived earlier in the year: messages generated by Meta's own Business Agent platform have been billed per token since 1 August 2026, at one global rate of $2.00 per million tokens, according to the same Meta page. That applies only if you use Meta's agent. Replies written by your own agents or by a third-party AI through the API are service messages.
How much will a WhatsApp service message cost?
Exactly what a utility message costs in the same market. Meta prices each message by category and by the country calling code of the recipient's WhatsApp number, and it charges only when a message is delivered, not when it is sent. Meta said it would publish the rates that take effect on 1 October 2026, including the service rates, by 1 September 2026. They are in the rate card files (CSV and PDF, by currency) linked from Meta's pricing page.
We deliberately do not copy per-country numbers into this article. Meta revises them on a published calendar, and the rate card on Meta's page is the only figure that is authoritative on the day you read this. What we can say with certainty is how the service rate is built: take the utility rate for the recipient's market, and that is the price of every delivered reply beyond the monthly free tier.
Two details change the arithmetic. First, utility and authentication messages can earn lower rates through monthly volume tiers, calculated across all WhatsApp Business accounts in a business portfolio. Service messages cannot: Meta states that it "does not offer volume tiers for service messages". Second, Meta bills in 16 currencies, including USD, AED, SAR, INR and IDR, so a Gulf or Indian business can see the charge in local currency.
Which markets have new rates on 1 October 2026?
Alongside the service-message change, Meta is moving several markets from regional to standalone pricing on 1 October 2026. Because a service message costs the same as a utility message, a new utility rate is also a new service rate. The markets closest to the Middle East are Iraq, Kuwait, Oman and Morocco.
| Market | Change on 1 Oct 2026 (Meta's description) | Effect on service replies |
|---|---|---|
| Iraq | Lower utility and authentication rates, plus a new authentication-international rate | Service replies priced at the new, lower utility rate |
| Kuwait | Higher utility and authentication rates, plus a new authentication-international rate | Service replies priced at the new, higher utility rate |
| Oman | Higher utility and authentication rates, plus a new authentication-international rate | Service replies priced at the new, higher utility rate |
| Morocco | Higher utility and authentication rates, plus a new authentication-international rate | Service replies priced at the new, higher utility rate |
| Bangladesh, Nepal, Sri Lanka | Lower utility and authentication rates, plus a new authentication-international rate | Lower |
| Kazakhstan, Ukraine | Higher utility and authentication rates, plus a new authentication-international rate | Higher |
Qatar moved to standalone pricing earlier, on 1 July 2026, with higher utility and authentication rates. If you serve customers in these markets, re-run your cost model with the new rate card rather than last quarter's regional figure.
Is there a free allowance, such as 1,000 free service messages a month?
Yes. Meta's pricing page, updated 30 September 2026, states that as Meta resumes charging for service messages on 1 October 2026, it gives every business phone number a free tier of 1,000 delivered service messages per month (Meta, Pricing on the WhatsApp Business Platform). Meta charges from the 1,001st service message in the month. Unused free messages do not roll over, and the tier resets every month at midnight in the Messaging account's timezone. A number that delivers 5,000 service replies in a month therefore pays for 4,000 of them; a number that delivers 800 pays for none. The free tier covers service messages only: utility templates sent inside an open customer service window are charged from the first message, and messages in a free entry point window are not charged at all. If a Messaging account has no payment method, Meta delivers service messages within the free tier but not beyond it.
Budget rule for Q4 2026: billable messages = delivered service replies beyond the first 1,000 per business phone number each month + every delivered utility template, inside the window or not, priced at the utility rate of the recipient's market.
Does the free entry point still apply?
Yes. Meta's pricing page, updated 30 September 2026, states that when a user messages you from a Click to WhatsApp ad on the WhatsApp app for Android or iOS and you respond within the customer service window, that reply is not charged and opens a free entry point window that may remain open for up to 7 days (Meta, Pricing on the WhatsApp Business Platform). While the window is open, Meta does not charge for marketing, utility, authentication or service messages; Meta Business Agent messages are still charged. For businesses that acquire support or sales conversations through ads, this is now the main way to answer at no per-message cost.
What does this do to a typical support conversation?
The easiest way to see the impact is to count billable messages rather than prices. The example below is illustrative: it counts messages, not money, so multiply by the utility rate for your market from Meta's rate card. It assumes the business phone number has already used its 1,000 free service messages for the month.
| Support conversation (customer writes first) | Billable messages until 30 Sep 2026 | Billable messages from 1 Oct 2026 (after the monthly free tier) |
|---|---|---|
| Agent sends 6 short replies, then 1 order-update utility template inside the window | 0 | 7 |
| Same resolution in 3 complete replies plus the template | 0 | 4 |
| Chatbot answers in 4 separate bubbles per turn over 3 turns | 0 | 12 |
| Chatbot answers in 1 consolidated message per turn over 3 turns | 0 | 3 |
| Customer arrived from a Click to WhatsApp ad; business replies within 24 hours | 0 | 0 during the free entry point window (up to 7 days) |
The pattern is obvious once it is written down: message count, not conversation count, now drives the bill. The same resolution can cost three or four times more depending on how your agents and bots split their replies.
How do you cut WhatsApp costs after October 2026?
- Consolidate replies. Train agents and configure bots to send one complete answer instead of several short bubbles. It is the cheapest change you can make, and customers usually prefer it.
- Audit AI flows first. Replies generated by a third-party AI are service messages. A bot that splits every answer into three messages triples its cost overnight.
- Route one-way alerts to the cheapest channel per market. A delivery notification that needs no reply does not have to be a WhatsApp utility template. Compare it with SMS and RCS in the channel cost comparison tool; BroadNet SMS to the UAE starts from $0.0123 per message (UAE SMS pricing).
- Use the free entry point where it fits. If your conversations start from ads anyway, replying to a customer who came from a Click to WhatsApp ad opens a free entry point window that can stay open for up to 7 days, with no charge for marketing, utility, authentication or service messages.
- Classify templates honestly. A promotional message filed as utility can be recategorised by Meta. Getting the category right protects your approval rates and your forecast.
- Measure delivered messages per resolved case. Report on delivered, billable messages per ticket and per bot intent, not only on conversation volume. Use the true cost calculator to model the total.
- Check volume tiers for templates. Service messages have no tiers, but utility and authentication templates do. Consolidating template traffic under one business portfolio can move you into a lower tier.
WhatsApp or SMS for support replies: which is cheaper now?
It depends on the market and on whether the customer needs to answer. WhatsApp is still the better channel for two-way support with rich media and read receipts. For one-way, time-critical notices, SMS is often cheaper and reaches every handset without an app. The comparison below uses no prices on purpose; put your own rates into the tools linked above.
| Question | WhatsApp from 1 Oct 2026 | SMS (A2P) |
|---|---|---|
| What is billed? | Each delivered template, and each delivered service message beyond the monthly free tier | Each message (or message part) sent to the network |
| What is free? | The free entry point window, and the first 1,000 service messages per business phone number each month | Nothing; you pay per message |
| How is the rate set? | By Meta, per category and recipient country calling code | By route and destination network |
| Does the user need an app? | Yes, WhatsApp | No, any phone |
| Best for | Two-way support, rich media, conversational commerce | One-way alerts, OTP fallback, reach to every handset |
Many teams end up with a simple split: WhatsApp for conversations the customer starts, SMS or RCS for alerts the business starts, with automatic fallback between them. That is the model behind BroadNet omnichannel, and our SMS vs WhatsApp vs RCS guide walks through it market by market.
What should you do before 1 October 2026?
- Download Meta's current rate card and note the utility rate for each market you serve. That is your new service rate.
- Pull last month's volumes for each business phone number: delivered service messages and utility templates sent inside the window. Subtract the 1,000 free service messages per number, then multiply the rest by the utility rate to size the new line item.
- Fix the three biggest message-splitting flows in your bot or agent macros.
- Move one-way alerts that do not need WhatsApp to SMS or RCS where it is cheaper.
- Brief finance: the WhatsApp invoice will rise for any number that sends more than 1,000 service replies a month, even if conversation volume stays flat.

Frequently asked questions
Are WhatsApp replies free after 1 October 2026?
Only some of them. From 1 October 2026 Meta charges for delivered service messages, the free-form replies sent inside the 24-hour customer service window, from the 1,001st message per business phone number each month. The first 1,000 each month are free, and replies inside a free entry point window, opened after a Click to WhatsApp ad or a Facebook call-to-action button, are not charged.
How much does a WhatsApp service message cost from October 2026?
The same as a utility or authentication message sent to the same country. Meta sets the rate by the country calling code of the recipient's WhatsApp number and publishes it in its rate card. Service messages get no volume-tier discounts.
Is there a free allowance of 1,000 service messages per number?
Yes. Meta's pricing page, updated 30 September 2026, states that each business phone number gets a free tier of 1,000 delivered service messages per month. Meta charges from the 1,001st; unused free messages do not roll over, and the tier resets monthly. The tier does not cover utility, authentication or marketing templates.
Do utility templates inside the 24-hour window cost money now?
Yes, from 1 October 2026. Utility templates delivered inside an open customer service window have been free since 1 July 2025. From 1 October they are charged per delivered message, like utility templates sent outside the window.
Does the free entry point window still apply?
Yes. Meta states that when you reply within the customer service window to a user who arrived from a Click to WhatsApp ad or a Facebook call-to-action button, the reply is not charged and opens a free entry point window that can stay open for up to 7 days, during which marketing, utility, authentication and service messages are free.
Are service messages eligible for volume tiers?
No. Meta does not offer volume tiers for service messages. Utility and authentication templates keep their monthly volume tiers, calculated across the business portfolio.
Are AI chatbot replies charged differently from human replies?
No, if the AI is your own or a third party's. Both are service messages and cost the same per delivered message. Only messages generated by Meta's own Business Agent platform are billed differently, per token, since 1 August 2026.
How can I reduce WhatsApp costs after October 2026?
Send fewer, more complete replies; stop bots from splitting answers into several messages; move one-way alerts to SMS or RCS where they are cheaper; use Click to WhatsApp ads where they fit; and track delivered messages per resolved case.
