WhatsApp Business templates: the economics conversation enterprises keep getting wrong.

Authentication, Utility, Marketing — the three template categories Meta defined in 2023 have settled into very different cost shapes. Here's what we see across customer traffic, and how to architect around it.

eta's per-message template pricing, in force since 1 July 2025, means enterprises now pay for every delivered template by category. The architecture decisions you made when WhatsApp Business templates were first split into Authentication / Utility / Marketing in 2023 deserve a fresh review — the cost gap between categories is wider than most teams realise.

Where teams are over-paying

  • Sending an Authentication-shaped flow (OTP, login, account-step verification) through a Utility template — same content, ~3× the per-message cost in many markets.
  • Using a Marketing template to re-engage a customer who is still inside the 24-hour service window — an in-window service reply is billed at the lower utility rate, and only after the free tier of 1,000 service messages per business phone number per month.
  • Treating each template as its own application: separate WABA, separate phone number, separate audit trail. Drives BSP cost and slows Meta approval cycles.

What BroadNet recommends

Architect the messaging layer category-aware from day one. Same WABA, same phone number, BroadNet handles the template-selection + category-flagging on the way out. The Authentication category in particular ships free-tier conversations in many markets — leaving that money on the table is the most common pattern we see.

BroadNet is a verified Meta Business Solution Provider (BSP). Onboarding, template approval and conversation-billing optimisation handled inside the platform.
