Who regulates A2P SMS in Vietnam?

Brand names used as sender IDs for advertising messages in Vietnam are governed by Decree 91/2020/ND-CP on combating spam messages, emails and calls. The national brand-name management system is run by the Authority of Information Security (AIS), and Viettel, Vinaphone and Mobifone must connect to it and block brand names it has not issued. BroadNet delivers into Vietnam over direct operator connections — Viettel, Vinaphone and Mobifone — rather than through resold or grey routes, so the sender ID, the delivery receipt and the audit trail all come back from the licensed path.

  • Brand-name authority: Authority of Information Security (AIS), under Decree 91/2020/ND-CP.
  • Direct operator routes: Viettel, Vinaphone and Mobifone.
  • Sender-ID registration: brand names are issued nationally, first come first served, and are valid for 3 years.
  • Typical lead time: 7-14 business days.

Sender ID registration in Vietnam

A brand name may be up to 11 characters (Latin letters, digits, hyphen, underscore, full stop or space), cannot be digits only, and is unique nationally on a first-come, first-served basis. The dossier — the business registration, the Form 01 declaration and any trademark papers — is filed online with the national registry, which decides within one working day of a complete dossier and issues the certificate by email once the fee is paid. Certificates last 3 years. Allow 7-14 business days end to end, and register before you need the route, not during a launch.

  • Lead time: 7-14 business days.
  • BroadNet coordinates the filing and the operator set-up during onboarding.
  • Vietnamese UCS-2: Vietnamese diacritics supported.
  • Time to production: Live in 8–19 business days from test-access request to production (set by the sender-ID lead time).

Consent, content and timing rules

Cybersecurity Law 2018 + Decree 13/2023 (Personal Data Protection) enforced. Data residency rules for some categories. Timing is enforced rather than advisory: promotional A2P restricted overnight, and a promotional send that lands outside the permitted window is a compliance event regardless of how the list was built. Transactional messages — one-time passcodes, delivery and account alerts — are treated differently from marketing, but the distinction is decided by the content of the message rather than by how the campaign is labelled.

  • Government sender ID: brand names issued through the national brand-name system (Decree 91/2020/ND-CP), valid for 3 years.
  • Decree 13/2023: Personal Data Protection Decree enforced.
  • Vietnamese UCS-2: Vietnamese diacritics supported.
  • Quiet hours 22-07: Promotional A2P restricted overnight.

What this means for your integration

Practically, three things decide whether traffic to Vietnam performs: a registered brand name on a licensed operator route, a consent and opt-out record you can evidence, and message content that matches the category it was registered under. BroadNet's compliance engine checks each submission against the Vietnam ruleset before it reaches the operator, so a non-compliant send is rejected back to you rather than filtered silently downstream — which is the difference between a fixable error and traffic that quietly disappears.

  • Every message returns a delivery receipt (DLR); BroadNet does not publish per-country delivery percentages.
  • Indicative list pricing: USD 0.025 – 0.05 per message.
  • Addressable mobile base: 127M subscribers.
  • Decree 13/2023: Personal Data Protection Decree enforced.

What to prepare, who approves it and how long it takes. Send us the documents below and BroadNet coordinates the registration with the operators, the regulator or the registry, as the market requires.

Who approves
The national brand-name system run by the Authority of Information Security under Decree 91/2020/ND-CP, which covers brand names used for advertising messages. Viettel, Vinaphone and Mobifone must connect to it and block brand names it has not issued.
Typical lead time
7–14 business days once the paperwork is in
Renewal
Every 3 years. File the renewal at least 15 days before the certificate expires.

Document checklist

  • Certified copy of the business registration certificate (or the organisation's establishment decision)
  • Brand-name registration declaration (Form No. 01 in the Appendix to Decree 91/2020/ND-CP)
  • Trademark or other intellectual-property documents for the name, where you have them
  • Sample message templates

Steps

  1. 1

Choose the brand name: up to 11 characters, using Latin letters, digits, hyphens, underscores, full stops or spaces. It cannot be made up of digits only, and it is not case-sensitive. Names are issued on a first-come, first-served basis and are unique nationally.

  2. 2

Avoid names that could mislead because of Vietnamese homonyms, multiple meanings or missing diacritics.

  3. 3

Send BroadNet the documents. The dossier is filed online with the national brand-name registry, and the name is then set up with Viettel, Vinaphone and Mobifone; BroadNet coordinates both during onboarding.

  4. 4

The registry reviews a complete dossier within one working day and issues the certificate by email once the fee is paid. Allow 7–14 business days end to end before traffic flows.

  5. 5

Advertising SMS may be sent only between 07:00 and 22:00, and a brand name used for spam can be revoked.

Common reasons for rejection

  • An incomplete dossier, or one that needs clarification (it is returned for you to complete and resubmit)
  • A name already issued to another organisation
  • A name that is all digits, longer than 11 characters, or uses characters that are not allowed
  • A name likely to be misread because of Vietnamese homonyms, multiple meanings or missing diacritics

Common questions

Who regulates SMS in Vietnam?
Brand names (sender IDs) are issued through the national brand-name system run by the Authority of Information Security (AIS), under Decree 91/2020/ND-CP; operators must block brand names it has not issued. BroadNet delivers into Vietnam over direct connections to Viettel, Vinaphone and Mobifone.
Do I need to register a sender ID for Vietnam?
Yes. Brand names (sender IDs) for advertising SMS must be issued through the national brand-name system under Decree 91/2020/ND-CP, and operators block names it has not issued. Allow 7-14 business days end to end. An unregistered sender ID is the most common cause of silently filtered traffic, so register before the campaign rather than during it.
How long does it take to start sending to Vietnam?
Live in 8–19 business days from test-access request to production (set by the sender-ID lead time). The sender-ID registration is usually the long pole at 7-14 business days; the technical integration itself is the same REST or SMPP interface you would use for any other market.
Are there quiet hours for promotional SMS in Vietnam?
Yes. Promotional A2P restricted overnight. Transactional messages such as one-time passcodes are treated separately from marketing, but the category is judged on the content of the message, not on how the campaign was labelled.
What does A2P SMS cost in Vietnam?
Indicative list pricing is USD 0.025 – 0.05 per message, with volume tiers below that. The rate depends on the operator, the message category and committed volume — see the Vietnam coverage page for the per-operator breakdown.
What delivery rate should I expect in Vietnam?
BroadNet does not publish per-country delivery percentages. Every message on these direct operator routes returns a delivery receipt (DLR), so you can measure delivery on your own traffic, and the platform carries a 99.99% uptime SLA. Grey routes deliver until they do not, and give you no receipt when they fail.
