A2P SMS regulations in Kuwait.
Compliance with CITRA.

Kuwait's A2P SMS market is regulated by CITRA (Communications and Information Technology Regulatory Authority). Every commercial alphanumeric sender ID must be pre-registered with CITRA and the mobile operators before traffic is delivered, unregistered IDs are blocked, and marketing messages require documented opt-in consent with a working opt-out. Data handling follows CITRA's Data Privacy Protection Regulation.

Who regulates A2P SMS in Kuwait?

Application-to-person SMS in Kuwait falls under CITRA, the Communications and Information Technology Regulatory Authority, established by Law No. 37 of 2014. CITRA sets messaging, sender-ID and consumer-protection rules and licenses the mobile operators that carry A2P traffic. Enterprises reach Kuwaiti subscribers through operator-approved routes rather than grey routes.

  • CITRA is the sole telecom and IT regulator (Law No. 37 of 2014).
  • It governs sender-ID approval, content standards and data privacy.
  • Enterprise senders must use licensed operator/aggregator routes.

Sender-ID registration

Alphanumeric sender IDs must be pre-registered with CITRA and the operators before messages will deliver; unregistered IDs are filtered out. Registration typically requires a Letter of Authorization on company letterhead, a No Objection Certificate addressed to the operators, the exact sender ID, company details, traffic type and sample content. Generic IDs such as INFO, SMS or NOTICE are rejected.

  • Pre-registration is mandatory for commercial alphanumeric IDs.
  • Documents commonly required: LOA, NOC, commercial licence, sample content.
  • Generic sender IDs (INFO, SMS, NOTICE) are blocked.
  • Confirm current timelines and fees with each operator.

Promotional vs. transactional, and content rules

Kuwait, like the wider GCC, distinguishes marketing/promotional messages from transactional messages such as OTPs, banking alerts and service notifications. Promotional traffic carries the strictest consent and content obligations; transactional/OTP messages are generally exempt from opt-in but still require a registered sender ID tied to an existing relationship. Prohibited content includes adult, gambling, political and religious/racial material.

  • Promotional: strictest consent rules apply.
  • Transactional/OTP: registered sender ID + existing relationship.
  • Prohibited: adult, gambling, political, religious/racial, spam.
  • Marketing generally restricted to daytime hours per operator guidance.
  • Operators also commonly reject alcohol and tobacco promotions and sectarian content; confirm the current list with your provider.

Consent, opt-out and data protection

Marketing SMS requires documented, explicit opt-in, and every promotional message must offer a clear, free opt-out; do-not-disturb registries operate on the operator networks. Personal data is governed by CITRA's Data Privacy Protection Regulation No. 26 of 2024 (which replaced No. 42 of 2021), requiring explicit consent, purpose limitation, bilingual notices, records of processing, and notification of personal-data breaches to CITRA within 24 hours.

  • Explicit opt-in required for promotional traffic; free opt-out honoured.
  • DND registries exist on the operator networks.
  • Current data instrument: DPPR Resolution No. 26 of 2024.
  • Personal-data breaches reported to CITRA within 24 hours.

Enforcement and operator landscape

CITRA enforces the Data Privacy Protection Regulation and messaging rules under Law No. 37 of 2014 (as amended). Day-to-day enforcement most visibly takes the form of sender-ID and traffic blocking. Three licensed MNOs carry A2P traffic: Zain, Ooredoo Kuwait and stc Kuwait (formerly VIVA); full reach means registering the sender ID with each and routing through a licensed carrier-grade aggregator.

  • Primary enforcement: blocking unregistered IDs and non-compliant traffic.
  • Data-privacy violations enforced by CITRA under the DPPR.
  • MNOs: Zain, Ooredoo Kuwait, stc Kuwait.
  • Register with each operator; avoid grey routes that get blocked.

FAQ

Common questions

Do I need to register a sender ID to send SMS in Kuwait?
Yes. Commercial alphanumeric sender IDs must be pre-registered with CITRA and the mobile operators before traffic delivers; unregistered IDs are blocked. Registration generally requires a Letter of Authorization, a No Objection Certificate to the operators, and company/traffic details. Confirm current turnaround with your aggregator or operator.
What's the difference between promotional and transactional SMS here?
Promotional (marketing) SMS requires documented opt-in consent, a free opt-out, and suppression of DND-registered users. Transactional messages, such as OTPs, banking alerts and delivery notifications, are generally exempt from opt-in but still need a registered sender ID and should map to an existing customer relationship.
What data protection law applies to SMS campaigns in Kuwait?
CITRA's Data Privacy Protection Regulation No. 26 of 2024 (which replaced Regulation No. 42 of 2021) governs personal data. It requires explicit consent, purpose limitation, bilingual notices, records of processing, and notification of personal-data breaches to CITRA within 24 hours.
Which operators do I need to work with?
Kuwait has three licensed MNOs — Zain, Ooredoo Kuwait and stc Kuwait (formerly VIVA). To reach the full subscriber base you register your sender ID with each relevant network and route through a licensed carrier-grade aggregator rather than grey routes.
