Sender ID registry for operators and regulators

A sender ID registry is the national list of brand names allowed to appear as the sender of an SMS. BroadNet runs one for mobile operators and regulators, aligned with TDRA in the UAE and CST in Saudi Arabia.

Verified senders. Trusted traffic. Real revenue.

A centralized Sender ID Registry for mobile operators and national regulators. Enterprises submit a sender ID once, KYB-validate their brand, and approved IDs are pushed to every operator in real time. Spoofs and counterfeits are blocked at the SMSC before they reach a subscriber.

How the registry sits

From brand application
to enforced sender ID, in 5 hops.

One signed chain from the moment a brand applies to the moment a spoof is dropped at the SMSC. Operator desks, regulator desks, KYB attestation, and SMSC replication — all on the same audit trail.

What's in the box

Everything an operator needs to govern sender IDs at national scale.

One registry, six capabilities. From the moment a brand applies to the moment a regulator audits the record — nothing leaves the chain of evidence.

Brand onboarding portal

Self-service enrollment for enterprises and their aggregators. Upload trade licence, declare brand name, request sender IDs — in one signed flow.

KYB verification

Trade-licence lookup, beneficial-owner checks, and trademark cross-match. Watch-list intersection against sanctions and known fraud actors.

Sender ID approval workflow

Configurable, four-eyes approvals across operator and regulator desks. Most submissions auto-resolve under 30 seconds; exceptions escalate cleanly.

Real-time spoofing detection

Every inbound A2P message is scored against the registry at the SMSC edge. Mismatch, look-alike, and unknown senders are dropped — not delivered.

Per-sender-ID monetization

Bill brands monthly per active sender ID, per route, or per volume tier. Settlement files reconcile against existing operator billing — no parallel ledger.

Audit-ready records

Immutable approval history, KYB attestations, regulator views, and revocation events. Export-ready for TDRA, CST, NTRA, and TRC inquiries.

Threat coverage

Sender-ID abuse, the registry control, the outcome.

Attack vectorRegistry controlOutcome
Banking / government brand spoofingInline spoof check at the SMSC scores every A2P message against the approved registry.Mismatched and unknown senders are dropped, not delivered.
Look-alike & homoglyph sender IDsBilingual look-alike detection covering Arabic-Latin homoglyph and mixed-case attacks.Deceptive near-matches of a protected brand are caught before delivery.
Unregistered / unowned alphanumericsPer-jurisdiction enforcement — only KYB-verified, approved sender IDs are valid.Unclaimed sender IDs cannot be used to impersonate a brand.
Revoked or expired sender IDs still in useReal-time revocation propagated to every SMSC and SS7 firewall over signed channels.A revoked ID stops delivering faster than the operator's own provisioning loop.
Grey-route senders bypassing the registryRegistry replication to partner firewalls plus content-hash and route cross-checks.Senders arriving off-route without a registry match are held or blocked.

For your integration team

REST, mTLS, signed events. No surprises.

The push API, the inline spoof-check call, and the bulk-import command your operations team will use on day one — all signed, all auditable, all versioned.

Why it matters

Sender IDs are the new brand surface — and the new attack surface.

Without a registry, every alphanumeric sender ID is unowned. Anyone can claim “EmiratesNBD” on a foreign route. Subscribers can't tell. Operators absorb the trust damage. Regulators issue the fines.

Counterfeit branding

Lookalike sender IDs (BANK-Login, TELCO-OTP) drive subscribers to phishing pages and SIM-swap traps that ride on operator credibility.

Smishing & fraud loss

Spoofed sender IDs are the entry vector for OTP-interception, fake remittance scams, and government-impersonation fraud across MENA.

Regulatory mandates

TDRA (UAE), CST (KSA), and a growing list of African regulators now require centralized, auditable sender-ID registration with KYB.

The flow

From application to attested traffic, in one signed chain.

01

Brand applies

Enterprise submits sender ID, trade licence, and use-case via the onboarding portal.

02

KYB & cross-checks

Trade-licence lookup, trademark match, sanctions and fraud-list intersection.

03

Operator & regulator approve

Four-eyes approval. Auto-resolve for clean files; manual review for exceptions.

04

Pushed to all SMSCs

Approved IDs replicate to every operator SMSC and firewall in real time.

Regulatory alignment

Built against the frameworks regulators are actually writing.

The registry exposes view-only dashboards to national regulators in their own jurisdiction. Approvals, rejections, and revocations are timestamped, signed, and exportable. Nothing happens off the record.

Eight answers
for the licensing review.

Approved sender IDs are pushed to every operator SMSC and SS7 firewall over a signed mTLS REST channel within 14ms p99. We ship reference connectors for Mavenir, Nokia FlexiNG, Oracle Communications, Huawei SMSC, Comverse Kenan, and a handful of in-house SMSC stacks. Revocations propagate over the same channel — typically faster than the operator's own provisioning loop.

Yes. Every national regulator we work with (TDRA, CST, NTRA, TRC, CITRA, ANRT, ARPT, INT-T, CRA, TRA Oman, TRA Bahrain) has a scoped view-only dashboard showing approvals, rejections, revocations, KYB attestations, and the per-brand audit chain in their jurisdiction. They cannot edit operator records — but they can export, audit, and subpoena any record in one click.

Auto-approve throughput is bounded by the upstream trade-licence registry's rate limits, not ours — typically 800–1,200 per hour against DED, MoC, MoCI, SEC-KSA, and similar national systems. Bulk imports of pre-vetted whitelists run at 30k+ per hour with KYB deferred. One North African operator rollout registered 87k brands in nineteen days from a standing start.

The KYB engine is bilingual at every layer. Trade licences are parsed in Arabic and English native; brand names are stored with both scripts and a canonical transliteration; the spoof checker scores against all three. Lookalike detection handles the common Arabic-Latin homoglyph attacks (Cyrillic 'е' vs Latin 'e' vs Arabic-script equivalents).

A small base platform fee per operator deployment, plus a per-active-sender-ID monthly fee banded by volume. Regulator dashboards are included at no additional cost in any national rollout. Most operators monetise the per-sender-ID fee onward to the registered brand at $30–60/month — the registry typically pays for itself in the first quarter from this single line item.

All three. On-prem when the regulator requires the registry to physically reside in-country (the common pattern). Managed when the operator wants BroadNet to run it from our Dubai or Riyadh DCs. Hybrid is increasingly common — KYB and approval desks on-prem, replication fabric and audit storage in BroadNet cloud over IPsec.

Yes. The federation model lets each operator keep its own approval desk and pricing while sharing a single canonical sender-ID list and a single audit chain. We have national federations live in UAE (3 operators) and Morocco (3 operators), and a GCC-wide federation pilot underway. Cross-border roaming sender IDs are handled via the same channel so an approved KSA bank can send to UAE subscribers without re-registering.

Every record (apply, KYB-attest, approve, push, revoke, complaint) is HMAC-SHA256 signed with an operator-held key and chained into a Merkle log. Periodic Merkle roots are notarised against a regulator-held witness key on a configurable cadence (weekly default). The chain has been admitted as evidence in two GCC regulatory inquiries to date.
