Curated, non-exhaustive subset. This table lists well-known public operators for the GCC/MENA region and the largest global networks — it is a debugging aid, not the authoritative register. MNC assignments change with mergers, rebrands and reallocations. For a complete and current list, consult the official ITU-T E.212 assignments.

The short answer

What are MCC and MNC?

The Mobile Country Code (MCC) is a three-digit code that identifies a country, and the Mobile Network Code (MNC) is a two- or three-digit code that identifies an operator within it. They are defined by ITU-T Recommendation E.212 and together form the PLMN identity that begins every IMSI stored on a SIM. A network is uniquely identified by the pair — for example 424-02 is Etisalat in the UAE.

MCC/MNC is a signalling identifier, not a dialling code. It is used in HLR lookups, roaming, number portability and IMSI parsing — distinct from the E.164 country calling code (like +971) that routes calls and SMS. Watch the width: most MNCs are two digits, but North American codes (MCC 310–316) are three, and leading zeros matter.

Frequently asked questions

What is an MCC and MNC?

MCC (Mobile Country Code) is a three-digit code identifying a country, and MNC (Mobile Network Code) is a two- or three-digit code identifying an operator within that country. Together they are defined by ITU-T Recommendation E.212 and form the PLMN identity that begins every IMSI on a SIM.

Where do MCC and MNC actually appear?

The MCC+MNC pair is the leading digits of the IMSI stored on a SIM card, and the network broadcasts it as the PLMN ID. HLR/HNI lookups, roaming agreements and number-portability databases all use it to identify a subscriber's home network.

Is the MNC always two digits?

No. The MNC is two digits in most of the world but three digits in North America (MCC 310–316) and a few other markets. Leading zeros are significant — MNC 02 and MNC 2 are different codes — so always preserve the zero when parsing an IMSI or building a PLMN ID.

How is MCC/MNC different from a country calling code?

A country calling code such as +971 is part of the E.164 dialling plan used to route calls and SMS to a number. The MCC/MNC (E.212) identifies the network a SIM belongs to at the signalling layer. The UAE dials with +971 but its MCC is 424 — the two numbering systems are unrelated.

Why might a lookup show more than one code for one operator?

Operators can hold several MNCs — for legacy 2G/3G/4G cores, acquired brands, or historic per-region allocations. Some countries also retain legacy MCCs (the UAE, for example, has historic codes 430 and 431 alongside the current 424). All valid codes for a network should be treated as that operator.

Is this list authoritative?

No. It is a curated, non-exhaustive subset for quick reference and debugging, focused on GCC/MENA plus major global operators. Assignments change over time, so for operational or billing decisions confirm against the official ITU E.212 register or your provider's routing tables.
