# What is SCCP?

> SCCP (Signalling Connection Control Part) is the SS7 network-layer protocol that adds global-title routing and subsystem addressing on top of MTP, so signaling can reach nodes — HLRs, MSCs, SMSCs — by global title rather than a fixed point code. TCAP and MAP ride on SCCP, and SCCP-level Global Title translation is where operators and firewalls steer and screen inter-network SMS signaling.
